Roll back frontend scraping-protection changes (

The attempted move of scraping protection from the load balancer to the WAF was reverted after it ran into missing Cloudflare resource access on the JSR account. This removes the new edge rate-limiting path and associated CI/terraform changes, restoring the prior setup.
Refresh SPDX license-list data (bdafda0)
Updated the bundled SPDX license metadata to the latest upstream snapshot across many license detail JSON files. This keeps JSR's license normalization and lookup data current, including live-link corrections and updated cross-reference records.
