Fix typed array assertions in filter and with (

The spec now explicitly notes that values can become undefined if user code detaches or shrinks the backing buffer during callback/coercion, and it marks the relevant TypedArraySetElement steps as suppressing user-code effects. This corrects an overly strong assertion and tightens the algorithms to match real observable behavior.
